Manny Pangilinan won P10-m

in faked bidding at Philpost

Manny Pangilinan, one of the biggest tycoons, won the P10-million “computer with internet line” contract whose bidding papers were faked.


The words written in the contract declared there was compliance with all the bidding requirements.

Among those falsified to have been complied with is the law that requires publication of the invitation to bid.


A scan of all major newspapers that were published before the said contract was also falsely stated to have been executed in March 2012 shows none was ever published.


The contract that is turning out to be simulated to cover up the lack of bidding showed it was signed for the Manny Pangilinan-owned Philippine Long Distance Telephone Co. (PLDT) by the telco’s president, Napoleon L. Nazareno.


Maria Josefina Mendoza Dela Cruz, former governor of Bulacan, signed for the Philippine Postal Corporation (Philpost), the supposed procuring entity in what clearly appears now as a spurious deal.


It was learned that Dela Cruz who was appointed to sit at the Philpost as the postmaster general as a reward for her being a Liberal Party standard bearer in the province of Bulacan.  She lost to Willie Alvarado.


These were some of the substance of the Complaint-Affidavit filed by Alab ng Mamamahayag (ALAM) president Berteni “Toto” Cataluña Causing along with co-complainant Tirso Paglicawan, the president of Philpost Workers Union who is also the president of ALAM Philpost Chapter.


The complaint was supported by the same contract and the affidavits of Manuel Rama who is the president of Philpost Rank-and-File Employees Association (PRAFEA), Dante Barola who is the secretary general of PWU, and Cesar Gomez who is the secretary general of PRAFEA.
