‘I AM NOT EXTORTING FROM IMPORTERS’

As the counsel of Mr. Jimmy S. Guban, an acting intelligence officer III at the Risk Management Office of the Bureau of Customs, a man who has not been charged with the Office of the Ombudsman for more than 20 years that he served, a man who took time to give himself better education that he is a doctor of philosophy major in development administration and is on the way to finish his doctorate in criminology, this author is compelled to publish this side of him to respond to what he called as a fabricated story fed on columnists of several tabloids.

The personal opinion of this counsel is that indeed the stories against him were fabricated to impede him from busting illegally-processed imports at the Bureau.

The first indication that the stories are fabricated is the fact that the columnist did not dare to mention his name, warranting a presumption that the feeder was afraid of a boomerang.

The best that the stories can do to identify was to state the names "Jimmy GUyaBANo", "Jimmy Gub" and "Jimmy Gubat."

The second indication that the stories are false is the fact that the stories did not even detail how the alleged extortion acts were committed.

The third indication that the stories are lies is the fact that the stories did not even mention any name of the alleged importers who were extorted from by Mr. Jimmy S. Guban.

Guban suspects that the fabricator of the stories must have been a man in the media who must have gone mad because the importers he has been protecting has been run over by his works that resulted in several apprehensions and other kinds of Customs actions.

“I am not with the CIIS of the Bureau of Customs, not an extortionist from importers, and much more not using the names of other persons, particularly those I do not know.”

Thus stressed acting Intelligence Officer III Jimmy S. Guban in reaction to the column stories published in several newspapers where it is stated that a person named “Jimmy GUyaBANo” o “Jimmy Gub” o “Jimmy Gubat” has been misrepresenting as an agent of the Customs Intelligence and Investigation Service (CIIS) in extorting from importers using the names of Assistant Secretary Zaldy de Layola, President P-Noy and one “Afable.”

Jimmy said that if these innuendos referred to him, then wrong information has been fed to the writers or authors of the columns pubished in several tabloids and he is hoping that a correction be made in the soonest possible time.

To straighten out the wrong impression that may have been unwittingly cast on the minds of the readers, he executed an affidavit.

First, he said he does not know who “Asec Zaldy de Layola” and “Afable” are.

Second, he said he is not assigned with the CIIS but in the Risk Management Office of the Bureau of Customs whose function is profiling and implementing selectivity system in their surveillance operations.

Third, he stressed he has never extorted from any importer and he cleared out that he worked with the CIIS only until 2009.

He added that he cannot afford to destroy his honor and name because he has achieved an academic status as a doctor of philosophy major in development administration and is finishing his new doctoral degree in criminology.

Further, he has not been charged with the Office of the Ombudsman until this writing.
