CAVEAT TO MY FRIENDS 
WHO SUPPORT RH BILL

Friends, I am appealing to all of  you to read this:

Nevertheless, let me ask the following questions:

(1) ARE YOU SURE THAT BIG POPULATION IS THE CAUSE OF POVERTY? 

Where then are your proofs that poverty is caused by big population?   

How can you correlate that to the fact that businesses actually depend on the number of customers like stores, malls, cellphones and line services therefor, movies, subscribers, etc.?  If these businesses are "nilangaw" because of lack of people as customers, these businesses will fall and the fall of businesses means economic debacle. 

How can you now explain that if the PH population was small as envisioned by the Family Planning program of Marcos during the 1970s and early 1980s, can the country survive from economic collapses, including that fall in 1997 when dollar rose to 25 pesos from only about 12 pesos and from there the dollar rose up to 60 pesos in the recent past? 

Is it not that it looks more real to say that corruption and thievery of the State resources and of the people's money, the incompetence of our officials, and the desire by our elective leaders to keep the squatters syndrome to keep their votes, etc, as the real causes of poverty?


(2) ARE YOU SURE THAT WITH THE RH LAW, THE NUMBERS OF POPULATION IN OUR COMMUNITIES WILL GO DOWN AUTOMATICALLY?  

 Remember that the Family Planning of Marcos even had the force of martial law yet the population still kept on rising.   

Remember that we are a nation where implementation of laws is an incurable problem.   

Remember that even with punishment against theft of people's money still many are taking funds from the government. 

Remember that with the imprisonment that jueteng and other forms of gambling are illegal yet the police and politicians are protecting these. 

What else is there for us to assure that the people will abide the RH law? 


(3) IS IT NOT THAT THE INSUFFICIENT OR LACK OF EDUCATIONAL CAMPAIGN IS THE ONLY THING TO BE ADDRESSED?  

Remember that we cannot compel people to do what they should do in bed.   

That is unlike you because you friends who are educate are a law-abiding citizen. 

The most we could is like politicians' massive campaign for the people to vote for them: so that the State needs to copy these politicians' campaign style and massiveness, by engaging into DAILY ADVERTISEMENTS ON TV AND RADIO promoting the beauty of a small family. 


(4) DO YOU THINK IT IS BETTER FOR THE STATE TO LOAN THE MONEY INSTEAD TO THE SMALL PEOPLE WHO WANT TO DO BUSINESS, TRAIN THEM TO THE ART OF MARKETING, EXEMPT THEM FROM BUSINESS TAXES, AND THEN LET THE PEOPLE PAY THE LOANS WITHOUT INTEREST IN TEN (10) YEARS?  

In this scheme of things, the government can earn taxes from sales of goods or services sold by these small business of small people. 

There is a possibility we can level them up to real middle class society. 


(5) DO YOU THINK THAT AS PART OF THE SOLUTION TO POVERTY IS THAT IT IS TIME NOW FOR THE STATE TO FULLY INFORM THE PEOPLE THAT THEY CAN APPLY FOR PUBLIC LANDS WHEN ONLY THOSE MONEYED INDIVIDUALS ARE DOING SO AND OWNING LOTS? 

The government has never been informing the people of their right to apply for homestead lots, free patents, sales patents, coverage for agrarian so that the lands they are tilling as tenants could be theirs, for SIFMA or Special Integrated Forest Management Agreement where the people can group themselves to engage in the business of planting trees in at least 100 hectares and harvesting these trees for their livelihood.   

The government has not informed the people that they can apply for SLUP (Special Land Use Permit) for beaches.

If they are only informed, many will be creative and inspired to involve in this kind of economic livelihood.
 

(6) DID IT OCCUR IN YOUR MIND THAT THE GOVERNMENT HAS NOT ADDRESSED THE REAL PROBLEMS OF CORRUPTION IN THE GOVERNMENT OFFICES?  

 Maybe, you would agree with me if I say that if these corrupt practices in the offices are removed, half of the battle against poverty is won.  

Just imagine if you will apply for a homestead patent for a land you had occupied for ten years. Your application will gather dust while somebody would come in from out of the blue and get his or her title because he or she gives grease money.

Noynoy is so far a very good president. I campaigned for him in 2010. I voted for him.  I compelled my parents and siblings to vote for him.  I never stopped until I convinced thousands of my friends to vote for him.

So far, his performance is good.

But I can understand why he failed in some of his appointees who are corrupt than the predecessors.  

I can also understand that he cannot compel all police officials to toe the line.  

I can also understand that he cannot watch the prosecutors 24/7 to know whether they are selling cases.  

I can also understand that he cannot interfere in the affairs of the courts that he cannot do anything against corrupt judges.  

I can only understand that he cannot stop corruption at the DENR, the DAR, the BIR, the DPWH, the Bureau of Customs, the COMELEC, the Housing agencies, the local governments, etc.


THERE ARE LOTS OF OTHER ISSUES TO BE ADDRESSED BEFORE GIVING US A SOLID CONCLUSION THAT INDEED RH BILL IS NEEDED.

ONE THING IS SURE THOUGH, RH IS NOT IMPORTANT.
